Entry Deadline July 9, 2007, at 5 p.m.
ARRIVAL NO LATER THAN: Monday July 23, 2007 between 1:00 p.m. to 3:30 p.m. or 7:00 p.m. to 9:00 p.m.  Failure to be checked in will result in being barred from showing.  If classes are to be scratched it should be done at time of check in.  Horses may be stalled early if necessary, stall charts will be up by Saturday evening.  Be on time for check in.  NO EXCEPTIONS!
RELEASE TIME: Saturday, July 29, 2007 at 8 a.m. to noon.
1. NOTE: Read all General Rules and Regulations, for Livestock before making entry.
2. The times for the different livestock shows are listed in the front of the book under Calendar of Events.
3. ENTRY DEADLINE IS JULY 9, 2007.All entries must be made on a regulation Fair entry sheet, which must be obtained at the Fair Office. Tack stalls will be assigned according to availability.  YOUTH EXHIBITORS WHO FAIL TO ENTER BY THE DEADLINE ABOVE WILL NOT BE ABLE TO SHOW.
4. The Park County Fair Association recommends that you have your animals VACCINATED according to your local veterinarian's recommendations.  We WILL NOT be responsible for any animals contracting a disease or virus during the fair.  If any animals show signs of sickness or disease, the exhibitor will be asked to remove them from the fairgrounds.
5. 4-H members competing in this department must certify that they have owned or leased their horses by May 1, 2007. (For details on lease agreement see "Wyoming 4-H Horse Rule Book") They also must have submitted the proper identification papers to the County Extension Office no later than May 1, 2007. Each horse identified to one rider or handler only.  FFA exhibitors must have owned or leased their horse by May 1, 2007. Proof of ownership may be required. No other member can share any one horse with another 4-H or FFA member.  A member may show in 4-H and FFA with different horses, one designated 4-H and one FFA.  The 4-H horse must be stalled with the 4-H horses and the FFA horse with the FFA horses. Youth exhibitors may enter more than one horse in the same halter class. They are expected to exhibit their own horses, but in this case another 4-H horse project member may help,  and FFA members may have another FFA member assist.  Each exhibitor may enter each performance class only once, unless showing 4-H and FFA
7. ALL CLASSES TO BE CONDUCTED IN ACCORDANCE WITH THE WYOMING 4-H HORSE RULE BOOK OR AMERICAN HORSE SHOWS ASSOCIATION RULES (Copy in 4-H Office).  ALL MINIATURE HORSE CLASSES TO BE CONDUCTED IN ACCORDANCE WITH THE AMHR RULE BOOK (American Miniature Horse Association) Copy in the 4-H Office.
8. When a 4-H exhibitor needs assistance in preparing horses to show, a parent or leader may check tack, give advice, or hold a horse prior to entering the arena.  Parent or leader help is permissible only when the exhibitor is actively participating in the preparation. Cleaning of stalls, sweeping aisles, feeding and watering, MUST be done by the youth exhibitors themselves.  In the interest of safety, exhibitors 10 and under may have their horses saddled and bridled by a parent, leader or other 4-H member.
9. Youth horses must remain stalled until check out time at 8 a.m. Saturday, and must be released before leaving.  Taking horses out before this time will result in a loss of premiums.  Special release is possible by consent of 3/4 of the superintendents, or in case of illness or injury, a veterinary exam and a statement presented to the superintendents.  Any pre-existing condition will not be grounds for early release.  Horses can be released early with advanced notice of entry to superintendents of horse competitions prior to release time of Park County Fair.  All stalls must be cleaned.  Parents may help clean stalls at release time.
10. Hats, boots and long-sleeved shirt must be worn by all exhibitors. Assigned numbers shall be worn plainly visible while in the ring.
11. ALL 4-H Horse Exhibitors must pass the Level 1 Test in order to show at the Park County Fair.  Passing the test must be completed before the Park County Fair. At the Park County Fair Snaffle Bits will be allowed on Junior horses (5 and under).
12. Superintendents will be checking each members' care of their horses daily. Failure to keep stalls cleaned, horses fed twice daily, and fresh water available at all times will result in possible: forfeiture of awards, loss of State Fair eligibility, and/or being banned from showing next year. Horses MUST be fed at least twice a day by 9 a.m. and 7 p.m. Water must be kept in front of horses at ALL times and stall door latches must be secured (i.e. snaps) while horses are in the stall.  THIS IS MANDATORY!
13. • NO HORSES ALLOWED ON THE ASPHALT ANYWHERE. NO HORSES ON THE MIDWAY OR THE GRASS ARENA ON THE WESTSIDE OF THE FAIRGROUNDS.  Keep your horses in the area surrounding the stall barns and arena.
DO NOT lope or gallop your horse on the roads or grass areas-the ground is hard and rocky, dangerous for you and your horse!
•Persons not enrolled in 4-H or FFA are not allowed on horses AT ANY TIME while at Park County Fair, this includes parents, and leaders with the exception of parents using the horse for another fair event.  Parents or trainers are not allowed to train or ride horses at Fair.  Absolutely no mistreatment of horses will be tolerated!!  Riders MUST be properly seated on their horses at all times, no legs hooked over saddle horns, no sidesaddle, etc.
• No riding double.
• Riders can never ride without the proper equipment, this means a saddle and bridle, no bare back.
• After the horses are shown they should remain in their stalls, except to exercise, or clean stall.  Horses may be exercised in the arena or warm- up area.  ALL OF THE ABOVE RULES WILL BE ENFORCED!  They are for your safety, as well as important to being able to continue the Youth Horse Show.  Rules cover BOTH 4-H AND FFA exhibitors.  VIOLATORS WILL LOSE THEIR PREMIUMS AND/OR NOT BE ALLOWED TO SHOW NEXT YEAR.
14. There should be no dumping of manure at the ends of any
barns.  All manure should be dumped in marked manure dump
areas only.

15. The Park County Fair Management reserves the right to interpret these rules and regulations and arbitrarily to settle and determine all matters, questions and differences in regard thereto arising out of and not covered by these rules.
16. FFA members are required to wear official dress for showmanship.
17. Project I, II, and III Horse Requirements:
The youth must be actively enrolled in Park County 4-H of FFA, at least 11 years old by January 1st of current year.  And if this is their first year in the projects program they must provide a written plan detailing who will be helping the member with the foal and the helper's qualifications.  This plan is to be turned into the Park County Extension office no later than May 30th.
18. Rules for Western Pleasure and Ranch Horse Pleasure: You will not be permitted to use the same horse for Western Pleasure and Ranch Horse Pleasure.  To decide which class your horse belongs in, use the following rules:
   1) Western Pleasure Horses should carry themselves with a level top line (meaning they should look level from the poll (between the ears) to the withers to the croup).  They should move in a slow gait, but not be excessively slow.  These horses might be shown at a breed show AQHA or APHA etc.
   2) Ranch Horse Pleasure horses should be allowed to carry their
head and neck in a more upright fashion that is comfortable to
the horses conformation.  They will also move at a faster gait than
a Western Pleasure Horse keeping in mind the conformation of
the horse and the work a ranch horse would do.  These horses
might be used on a ranch or used as a speed event horse.
19. Rules for the Ranch Horse Trail and Trail.  You will not be permitted to use the same horse for Ranch Horse Trail and Trail.  To decide which class your horse belongs in use the following rules:
   1) Ranch Horse Trail is designed to show a horse's ability and willingness to perform several tasks that might be asked of him during the course of a normal days' ranch work.  The obstacles may include a gate, roping a stationary steer, dragging a log, water hazard, hobble or ground tie, put on and remove slicker, remove carry and replace an item bridge, crossing obstacles, ride over at least four logs, and load and unload a horse into a horse trailer.
   2) Trail class will follow the regular trail horse rules in the current
4-H Rule book.
20. Horses shown in the Ranch Horse classes will not be expected to follow the same grooming rules as those stated in the 4-H rule book for showmanship at halter, but will be allowed to follow the grooming rules for the Ranch Horses.  These rules can be found in the 4-H Extension Office.
21. There are no Ranch Horse classes at State Fair, therefore those classes will not qualify you for State Fair.
22. BEGINNER:First and second year 4-Hers under 10. (This class is for
4-Hers with limited prior experience one entry time only.)
23. Team Penning to be considered a timed event.
24. Goat Tying rules to be consistent with the Junior Rodeo Association.
25. English Hunter Hack contestants shall be allowed one (1)warm up jump.
26. Flag Race rules to be posted at check in time.

DOUG GROEN MEMORIAL 4-H AWARD
Open to the Senior 4-H'ers only.  Nominations will be submitted by 4-H
youth horse exhibitors and turned into the Fair Office by Friday noon.
The selection committee will be composed of two(2)4-H Horse Club
Officers (youth) and two (2) 4-H Horse Club Leaders who volunteer at
check-in time. To be presented at the 4-H Horse Banquet. Criteria:
Helpfulness ...............................................................50%
Sportsmanship (That person expressing dignity and gracefulnessin either loosing or winning.)...............50%

4-H HERDSMANSHIP AWARD
All 4-H stalls will be checked at 9:00 a.m. and 7:00 p.m. on Thursday and Friday.  Four separate judges will judge the stalls. Judging is based on cleanliness of the stall, horse, alley, tack storage areas, use of stall cards/posters and member conduct.  Awards will be presented at the fall awards banquet to both individual and club winners.

INDIVIDUAL 4-H HIGH POINT AWARD
4-H Horse Council sponsors the 4-H High Point Award for the Youth Horse Show.  All 4-H performance and 4-H showmanship classes will count towards this award.  Halter class is not counted.  The points are calculated per individual, not per horse.  In the event of a tie the winner of the showmanship class will be awarded high point.

INDIVIDUAL FFA HIGH POINT AWARD
UBC sponsors the FFA High Point Award for the Youth Horse Show.  All FFA performance and FFA showmanship classes will count towards this award.  Halter class is not counted.  The high point earner will receive a belt buckle.  The points are calculated per individual, not per horse.  In the event of a tie the winner of the showmanship class will be awarded high point.

PARK COUNTY 4-H HORSE COUNCIL SELECT 3 AWARD
To run for the Select 3 Award, contestants will pick and sign up for 3 classes from 3 different divisions at check-in time the first day of Fair.  Rules for this contest will be available in the 4-H Extension office and at the check-in table at the Fair.

DIVISION 53-HORSE SHOWMANSHIP
1. 4-Hers may enter only one (1)showmanship Contest. FFA members
must enter FFA Showmanship Class (FFA dress required)
2. Showmanship pattern at judge's discretion.

DIVISION 54 -HALTER CLASSES
1. Horses are to be entered in halter classes according to breed, or breed of sire, unless obviously a color breed. "Other" class is for PUREBRED horses of breeding other than those listed below.  Mixed breeds MUST be entered in the breed class the horse most closely resembles.  It is the exhibitors responsibility to present questionable animals to the superintendents PRIOR to the entry deadline.  Unapproved animals entered in the "Other" class will be reclassified at the superintendents discretion. Ponies are classified by height.  They shall measure 58 inches or less at the withers.  Miniature Horses are classified by height.  They shall measure 38 inches or less at the withers.
2. To be shown in hand at walk and trot.  English or Western attire.  No hacks or bridles allowed.
3. First and Second place winners will compete for Championship placing in their respective division. Halter Classes with less than three entries will be combined with successive classes within sex and breed until a minimum of three horses compete.  If there is not three horses within a sex and breed, no Grand or Reserve Championship will be awarded.
4. Breeds not listed will have a halter class provided if three or more animals of the same age and sex are entered.
